Serves as the Branch Chief for the Planning, Programming, and Environmental (PP&E) Branch within Central Federal Lands Highway Division (CFLHD), Federal Highway Administration in Lakewood, CO. Administration and coordination of all transportation programs, stewardship and oversight of funds administered by other agencies, transportation planning activities, and environmental compliance on transportation projects are the responsibilities of this position.
As a Supervisory Program Manager Branch Chief, Planning Programming & Environmental, you will: Serve as a member of the Leadership Team (LT), providing national and divisional strategic planning and direction for Division-wide goals and needs ensuring alignment with the USDOT and FHWA. Represent the CFLHD in meetings with partners, Federal, State, local agencies, Congressional representatives, and the public in the administration and coordination of the CFLHD's program. Coordinate all aspects of the Federal Lands Highway Program on the interpretation and application of standard practices to new situations or relating precedents to situations with comparable but conflicting issues.
Develop, promote, and execute branch office policies, directives, standards, guidelines, and priorities for each program area. Monitor, track, and distribute programmed funds for preliminary engineering, construction engineering, construction, Architectural and Engineering (A/E) contracts, agreements, State-administered projects, right-of-way, and advance planning. Perform supervisory duties such as coaching team members, developing performance improvement plans and performance objectives, counseling, and evaluating performance.
Provide technical and administrative supervision to subordinate supervisors and team leaders. Foster a business-focused team environment within the Branch, monitoring team performance through measurement of division and branch team accomplishments. The ideal candidate for this position is a mid-career employee with the knowledge and experience in coordinating and administering a legislated federal transportation program. This includes the budgeting, allocation, and programming of funds for the design and construction of transportation projects and the coordination of the establishment of a multi-year program of projects. The incumbent has experience in facilitating and leading teams of cross-functional groups; providing strong leadership to a dynamic environment shaped by Federal agency partner input and best practices; and in using a multi-disciplinary approach to problem solving and creative thinking.
