You will serve as a SUPERVISORY PROGRAM ANALYST in the PMS 326 of NAVSEA HQ FIELD SUPPORT. This is a RE-ADVERTISEMENT of Announcement Number: ST-13015407-26-CMG. Applicants that have previously applied NEED to re-apply to this announcement.
You will serve as a senior technical/authority, expert consultant and advisor with responsibility for overall management and administration of organizational programs/projects.
You will exercise managerial and technical direction over the operations and administration of the Team and ensures that Team responsibilities are performed in accordance with higher authority directives and the terms of assigned FMS Cases.
You will set Branch goals and objectives for accomplishing foreign navies requirements and approved FMS Case requirements.
You will oversee, direct, and participate in the analysis of incoming requests from FMS customers and reviews foreign customer requirements for compatibility with DOD and OPNAV policy and guidelines.
You will review countries' requirements and provide expert advice, guidance and recommendations to foreign governments serviced by the Team in the development of requirement statements, plans, timelines and milestones incident to case negotiations.
You will coordinate and chair working group meetings with senior OSD, Navy International Programs Office, and SYSCOM officials, contractor representatives and FMS customers.
You will determine and define the need for Contract Support Services, prepare necessary Procurement Requests (PR's), participate in source selection and negotiations, and act as the Technical Point of Contact on Procurement Requests.
You will provide technical support in the preparation and issuance of funding documents in support of material and engineering requirements.
You will review and validate all Price and Availability estimates and serve as the point of contact for negotiating Price and Accountability information.
