Job description

Serves as the Director of the Human Resources Development Staff within the Veterans Health Administration (VHA), Workforce Management and Consulting Office. Provides executive leadership for the design, development, and delivery of enterprise-wide human resources development and competency programs supporting HR professionals, supervisors, and managers while advancing workforce capability and organizational performance.

Major Duties Include but are not limited to: Provides executive leadership and strategic direction for VHA's national Human Resources Development program, including the design, implementation, and evaluation of HR competency development initiatives. Directs enterprise-wide training and workforce development programs for HR professionals, supervisors, and managers, ensuring alignment with VHA strategic goals and workforce needs. Conducts organizational, occupational, and individual training needs assessments to identify competency gaps and develop short- and long-range workforce development strategies.

Develops and implements innovative learning solutions, instructional methods, pilot programs, and technology-enabled training to improve organizational performance and employee development. Evaluates existing HR development programs and recommends improvements to enhance training quality, effectiveness, and responsiveness to emerging organizational needs. Advises senior VHA leadership on human resources development, adult learning strategies, workforce planning, and the impact of legislative, regulatory, and policy changes on employee development.

Develops training policies, guidance, standards, and instructional methodologies that support enterprise-wide HR competency development and organizational learning. Represents VHA in meetings and collaborative efforts with OPM, other Federal agencies, educational institutions, and professional organizations to advance HR development initiatives. Supervises Human Resources Development staff by directing work, managing performance, developing employees, allocating resources, and ensuring accomplishment of organizational objectives.

Oversees national HR development programs, promotes continuous improvement, and integrates customer-focused solutions that enhance workforce capability and organizational effectiveness across VHA. Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: Eligible as determined by the agency policy. Will be required to report to either a VA Facility, Agency/VA approved leased space, or any Federal building designated by VA.

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
