This position is located in the HHS, Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Division of Workforce Compliance (DWC), Workforce Management Group (WMG). As a Supervisory Human Resources Specialist, GS-0201-15, you will serve as a Director in the DWC under the administrative direction of the Director the WMG leading and managing a staff of HR professionals who are responsible for providing advisory services and guidance to all levels of CMS management team.
Directing the agency wide Labor and Employee Relations program and provide authoritative advice to senior leaders on collective bargaining, performance, conduct, grievances, and adverse actions.
Leading the administration, interpretation, negotiation, and implementation of the Master Labor Agreement and related labor and employee relations policies.
Directing union negotiations and represent or defend the agency in arbitration, labor proceedings, and other third-party hearings.
Evaluating program operations, staffing needs, workload priorities, and business processes to improve service delivery, efficiency, and workforce management.
Collaborating with agency leaders, legal counsel, labor representatives, and internal and external stakeholders to resolve complex labor and employee relations issues.
Supervising subordinate leaders and staff by assigning work, setting priorities, evaluating performance, selecting employees, addressing conduct matters, and supporting staff development.
Overseeing advisory services to managers on performance management, disciplinary actions, grievances, employee conduct, and application of labor agreements and agency policy.
