This position is located in the Commander, Mid-Atlantic Region, Fleet and Family Readiness Programs, NAS Oceana, VA, Morale, Welfare and Recreation (MWR) Department, Food and Beverage Division. The incumbent functions as the Food and Beverage Manager for the assigned Food and Beverage facilities
The incumbent plans, organizes, coordinates and administers the day-to-day and continuing operations of all snack bar operations (9) at NAS Oceana and Dam Neck. Supervision includes (but is not limited to) working knowledge of all kitchens and skill in supervising and instructing cooking and catering procedures, beverage operations and services, menu planning and costing, inventory and internal controls, budget preparation, facility improvement programs, financial management, and administration of special activities/events (concession stands at special events). Operates within budgeting goals and polices established by FFR and higher authority.
Develops programs, activities, and services which are responsive to customer/patron desires and represent sound financial management practices. Incumbent will conduct surveys at least annually to identify problem areas, customer/patron preferences, and suggestions for facility improvements. Maintains customer/patron contact both personally and through printed media and develops realistic operational, supervisory, and financial goals. The incumbent is responsible for the fiscal integrity of the functional programs provided to all eligible patrons.
This requires the application of sound business knowledge and skills. Management responsibilities include the establishment of operational policy for food service, beverage operations, catering, marketing and menu development as well as coordination for special event operations to include family festivals, large carrier picnics and parties and the food and beverage operations at the annual Air Show. The manager is accountable for all assigned facilities and equipment. The manager recommends the selection of food, beverage, supply, and equipment requirements of all facilities to the FFR Management and also conducts daily, weekly, and monthly inventories of food and beverages.
Promotes effectiveness and efficiency within the snack bar operations using strong organizational and budgetary guidelines and internal controls necessary to provide reasonable assurance of accomplishing management goals and objectives. Meets timelines on budgets, information requests, etc. Reviews daily income and expenditures against budgeted goals. Reviews and analyzes daily, weekly, and monthly management information data, and from this review, recommends changes in the operation program to the NAS Oceana Deputy Director/Operations Manager. Analyzes monthly financial statements, identifying areas which require management attention and action.
Maintains established stock levels of merchandise and furniture necessary for the operation of the facilities. Prepares non-appropriated budgets on an annual basis to be incorporated into the overall MWR Budget. Initiates inventory adjustment or survey requests to reconcile discrepancies, Is liable for losses of funds and/or property where dishonesty, fraud or negligence is established.
Serves as alternate fund custodian of facilities, ensuring the safety and appropriate use of funds, ringing/verifying registers, issuing and checking change funds, preparation and/or oversight of Daily Activity Reports and deposits, and assisting with procurement requests, internal controls, physical asset and/or resale/food and beverage inventories. Ensures the implementation of higher-level directives and regulations. Promotes, schedules, and manages other special events and programs necessary resources for the purchase of supplies, equipment and resale merchandise. Carries out necessary liaison with other staff officials that support Snack Bar/Specialty Foods activities, customer participation, marketing, purchase of equipment and accessories, etc. Responsible for acting on internal and patron problems with minimal adverse impact on functional programs.
Performs other duties as assigned as they pertain to the duties of this position Directly supervises NAS Oceana: Freedom Lanes Snack Bar, Aeropines Golf Snack Bar, Oceana Officers' Club and Conference Center, Oceana CPO Club, Aeropalm's Water Park Snack Bar, Feet Wet Pool Snack Bar, Café 545, Aerotheater Snack Bar and all Special Events. Dam Neck Annex: Seaside Lanes Snack Bar, Surf Wagon I, Surf Wagon II, all Special Events Supervises and indirectly supervises the following: (3) Snack Bar operator NF3, (3) Bartenders NA03, (8) Service Worker NA2, (10) Rec Assistants NF2, (1) Cook NA8, (9) Food Service Worker NA3 and up to (30) Food Service Worker NA4. Responsible for planning and assigning work, creating and posting work schedules, maintaining work standards and establishing good team relations and conducts continuous on the job training.
Monitors employee suggestions, complaints, grievances, and resolves problems in tactful and diplomatic manner.
