Job description

This position is located in Office of the Chief Financial Officer, Division of Planning and Budget. The supervisor is David D'Abate This position is subject to Public Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements.

The Budget Director provides executive leadership and direction for the U.S. Nuclear Regulatory Commission's Planning, Budgeting, and Performance Management (PBPM) Process and serves as the principal advisor to agency leadership on strategic planning, budget, performance management, and resource allocation. Provides independent analyses of policy, program, and resource issues to support executive decision-making and ensures the effective integration of strategic planning, budget formulation, performance management, and resource planning across the agency. Provides policy oversight and direction for the development, implementation, and execution of the agency's budget; establishes and maintains policies, procedures, and systems for budget formulation, funds control, and resource management; oversees the agency's administrative control of funds; approves and issues budget allowances and financial plans; and directs the development and administration of the NRC's authorization and appropriation legislation.

Coordinates with program offices, the Office of Management and Budget, congressional committees, and other stakeholders to support the agency's mission and ensure sound stewardship of public resources. Duties may include, but are not limited to: Provides executive leadership, strategic direction, and policy oversight for the Agency's budget planning, formulation, execution, fee policy, and financial management programs. Directs agency-wide budget formulation, execution, and financial planning activities, including the development, justification, and defense of the Agency's budget before senior leadership, the Office of Management and Budget (OMB), and Congressional Appropriations Committees.

Provides oversight of budget policies, administrative control of funds, financial analyses, internal controls, and performance evaluation to ensure sound stewardship of Federal resources. Ensures compliance with applicable Federal laws, regulations, and guidance governing budget formulation, execution, appropriations, and financial management. Leads and manages a diverse staff of budget, financial, and program analysts responsible for the full range of Federal budget and financial management activities.

Evaluates organizational effectiveness and implements process improvements to enhance the efficiency and effectiveness of Agency budget and financial management operations. Serves as the principal advisor to senior Agency leadership on budgetary, financial management, and resource allocation matters.
